Add an option to disable email registration

I cannot configure SMTP service with unknown reasons. I need to disable it in order to let others to register.

This is already possible. Disable self-registration in the auth settings.

Email registration is disabled by default. In your active authentication method, make sure you disable "self-registration" as that relies on an email server connection being setup.
