Would love the option for admin to be able to set banner informing users about planned outage and other activities.

Like "Outage is planned this weekend 1AM to 5AM... Wiki will be unavailable"

Or at least for starters (easier probably to implement) to email all users with such information. Of course for those that have email registered.
