Apologies if this is a duplicate request.

I think it would make sense to have a specific 'convert:pages' permission in Administration > Groups. This way an editor can be prevented from converting a page. Only a few select individuals and administrators would have that privilege. This request might complement other requests for a default editor in the Administrator area.
